The major duties and responsibilities include but are not limited to:

  • Formulating and implementing major operating policies and plans for effective governance of an organized and interdependent, but decentralized readjustment counseling service delivery system, in consultation with the RCS District Director;
  • Implementing a variety of measurable qualitative and quantative actions to solve identified issues;
  • Solving extremely complicated and multifaceted issues that arise from providing quality readjustment counseling services across an area with differing local Veteran population needs;
  • Developing annual business plans, supporting long and short range strategies, in consultation with the District Director;
  • Allocating and adjusting resources, to include personnel, equipment, and funding, within area or responsibility ensuring adequate support for all operating initiatives;
  • Developing and executing budgets which are based on effective controls and realistic projections;
  • Developing and utilizing monitors to assess and measure program and system performance;
  • Identifying and communicating a clear strategy and vision to their respective Vet Centers consistent with their District Director's strategic plan and VA,VHA, RCS policy and guidance;
  • Analyzes interrelated issues of effectiveness, efficiency and productivity in area of responsibility and developing both short term and long term plans, goals, and objectives to improve service delivery of readjustment counseling and outreach to all eligible individuals; Ensuring continuous improvement relative to the quality, value and access to readjustment counseling and all other VA services;
  • Ensuring that readjustment counseling and support service goals are attained throughout effective organizational structures, human resource policies, staffing and funding levels, partnership relationships and outcome measurement.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Requirement: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience: In addition to meeting the Basic Qualification Requirement, candidates must possess at least 1 year of specialized experience equivalent to the GS13 level providing mid/upper-level administrative and management guidance in a major health care or benefits delivery system; experience and training that includes combat experience, non-combat military experience, direct readjustment or other psycho-social service provision for combat Veterans, service members and their families; providing overall operations for a readjustment counseling delivery system; program and policy development related to readjustment counseling; counseling practice casework experience; overseeing and approving budget and financial plans; developing short and long term goals for a major health care or benefits delivery system; assessing and analyzing the productivity, effectiveness, and efficiency of program operations; devising solutions to program operations; and providing technical advice and assistance on program operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Due to the widespread geographical area of responsibility, the position requires a commitment of up to fifty percent travel. The position requires that the incumbent must possess a valid driver's license. Completing of his/her supervisory and oversight functions involves driving long distances between Vet Centers and other VA or community partner facilities.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
